TDEC Level I and Level II EPSC Certification
American Public Works Association (APWA)
B.S., Civil and Environmental Engineering
University of Tennessee
Taylor received his Bachelor’s in Civil & Environmental Engineering from the University of Tennessee
in 2015. He is TNEPSC Level I certified by TDEC. He started at LDA in 2013 as a Student Intern where
he worked in the Geomatics department. During this time he gained additional experience in
surveying, AutoCAD, ArcGIS, Microstation, Civil 3D, and Microsoft Office programs. This includes
restructuring the organization of all smoke testing, manhole inspection, and CCTV data for the City
of Oak Ridge and Morristown. While working with the geomatics department, he reconciled record
drawings and surveyed “as builts” in Morristown. Since becoming a full-time staff engineer in May
2015, he has performed flow meter analysis for infiltration and inflow on pre and post construction
in Oak Ridge and Morristown. Other responsibilities include contract document and specification
review for point repairs, CIPP, and pipe bursting projects.
Taylor obtained rain and flow data from strategic points throughout the sewer basins. Using Flolink, Flo-Ware, and Excel he analyzed the rain gauge and flow meter data to show
a decrease in infiltration and inflow into the system from pre-construction to post-construction for
equivalent storm events. This was performed for the city of Oak Ridge and Morristown.
Taylor worked with the Geomatics department in the design process of the gravity sewer replacement project.
He also created details used for rehabilitation. The project consisted of pipe bursting, C.I.P.P., and
Taylor reviewed and analyzed CCTV videos for the design of the sanitary sewer
rehabilitation project. The project consisted of pipe bursting, C.I.P., and point repairs.
Taylor assisted the Geomatics department in the design process of the sanitary sewer rehabilitation. The project consisted of pipe bursting and C.I.P.P.
