Mauldin has over 35 years of experience in all phases of public works program/project management and civil engineering design. As a former City Engineer for Knoxville, Tenn., Mauldin managed the design of the Capital Improvements Program, maintained stormwater detention requirements and implemented pavement analysis. He has managed public and private site design projects and major public works projects. Mauldin has had primary design responsibility for a variety of projects including major roads, urban drainage, water and wastewater utilities, resort/leisure development and large scale site developments. Currently, he continues to work with municipal governments in the areas of public works planning, programming, design and construction.
This project is the first of a series of stormwater improvements in Johnson City. The project has multiple purposes: to lessen flooding in downtown Johnson City, remove an eyesore at the entrance to downtown, and develop an urban park centered around Brush Creek. Mauldin is the Project Manager for all phases of this project including analysis funding, public approvals and design. He is the primary contact with the City and made public presentations related to the project to numerous groups in the City. Mauldin has continued as the Project Manager into the construction phase which is scheduled for completion in August 2013.
Mauldin served as the Project Manager on this project aimed at identifying possible alternatives to alleviate flooding in the Tree Streets district of Johnson City. This assessment quantified the stormwater runoff in the district and presented alternatives, in a phased approach, to solve the flooding problems. Mauldin has been the primary interface with the City, including a public presentation of the results/recommendations of the study.
The Liberty Bell project consisted of the design and construction of approximately 8,000 linear feet of 16-inch water main, as well as connecting the new main to existing mains. There were a number of challenges on this project including meeting fire flow requirements, traffic control, open-cut road crossing, and working around multiple existing utilities. Mauldin worked closely with City staff and the LDA team to ensure efficient project delivery.
