Debi Circle is a residential street in Morristown, Tennessee and a segment of the street parallels Stubblefield Creek. Homes located in the adjacent floodplain are subject to frequent flooding. The City recently retained LDA to evaluate the factors causing the flooding and to review reasonable alternatives for addressing the flooding issues. This includes means for reducing the frequency and risk of flooding in the area.
The assessment includes a study of the effects of the stream channel profile and shape, and of the existing culverts and bridges located on the stream. Additionally, LDA is performing a review of regulatory issues since the stream is regulated by FEMA, TDEC, the Corps of Engineers, and TVA. The alternatives are currently being incorporated into HEC-RAS models for evaluation. Ultimately, the modeling will be incorporated into a CLOMR application submitted to FEMA for the selected alternative.
